An Italian programme to determine the energy performance of existing buildings is described, to be undertaken to establish an energy certification scheme in compliance with the Kyoto Protocol. Climatic conditions, indoor comfort levels and associated costs are determined according to the European Union Working Party on National Environmental Policy, Policy Instruments for Environmentally Sustainable Buildings, and the Directive of the European Parliament and of the Council on the Energy Performance of Buildings, with the objective of reducing carbon dioxide emissions, minimising waste and preventing pollution. The programme is in two phases, with an initial evaluation of existing buildings using the Internet for data input and publishing results, followed by a more detailed study of buildings failing to meet the minimum requirements. 27 refs.
