On the energy performance of buildings


This EU Directive was created to promote improvements in building energy performance, whilst considering outdoor climatic and local conditions, as well as indoor climate requirements and cost effectiveness. The requirements of the Directive include: a methodology for the calculation of the integrated energy performance; minimum requirements for new buildings; minimum requirements for large buildings under renovation; energy certification; and the inspection and assessment of heating and air-conditioning systems. Member states are required to implement the requisite laws and regulations by 4 January 2006. An additional period of three years is allowed for the full implementation of energy performance certification, boiler inspection and air-conditioning systems inspection when a lack of suitable experts exists.
