NAVFAC Awards Five-Year Construction Contract to dck-ecc pacific guam

dck-ecc pacific guam, LLC was one of seven contractors recently awarded a five-year (base plus four option years), $4 billion joint total acquisition value (JTAV) indefinite-delivery/indefinite-quantity Design-Build Multiple Award Construction Contract (DB-MACC).

The contract is the largest ever awarded by the Naval Facilities Engineering Command (NAVFAC) Pacific, and will be used as the primary vehicle by which NAVFAC executes construction on Guam and other locations in support of the relocation of over 8,000 Marines from Okinawa to Guam. Projects under the DB-MACC may include barracks, dormitories, ranges, roads, streets, bridges, site utilities, infrastructure, piers, wharves, dredging, aviation facilities including hangars, runways and aprons, and facilities for administration, communication, education, medical, dining, recreational, retail, industrial, warehouse, operational training, and base development.

dck-ecc pacific guam, LLC was also awarded the first task order competed under the contract, a $24 million design-build project to deliver two facilities associated with submarine warfare training and operations, which is not part of the Guam build up for the relocation of Marines.

"The dck-ecc team was formed as part of a three year planning effort to develop the best way to execute multiple actions in support of Guam as the Navy and Marine Corps implements the Defense Policy Review Initiative," says Chuck Kubic P.E., President of ECC's International Group. "Our team has invested considerable time and resources to build up its capability and capacity to support Guam's citizens, its business and military community, and NAVFAC. Many of our key personnel working on this contract have spent much of their professional careers on Guam.  They and their families are a part of the local fabric of the island community. We are humbled and honored by this selection, and pledge to bring our full commitment and creativity to the service of our military members and families and all the people of Guam."
