New Zaanstad Penitentiary Building to be Constructed and Maintained by Pi2 Consortium

The Netherlands Government Buildings Agency, on behalf of the Ministry of Security and Justice, has selected the Pi2 consortium, which comprises Ballast Nedam and Royal Imtech, for the new Zaanstad Penitentiary building at Hoogtij.

Pi2’s bid was selected as the economically most favourable under European public procurement legislation. The Government Buildings Agency has entered into a DBFMO contract with the Pi2 consortium, in which, alongside the design, construction, financing and maintenance of the new building, Pi2 will also have much of the responsibility for the technical facilities for a 25-year period.

The penitentiary will be constructed in the eastern part of the Hoogtij industrial site in Westzaan, and will accommodate over one thousand detainees. The institution will serve as both a detention centre and prison. The penitentiary will be future-proof and multifunctional, and the cells will be suitable for multiple occupancy. The penitentiary is scheduled to open in 2016.

The Pi2 consortium consists of:

  • Ballast Nedam;
  • Imtech Building Services B.V.;
  • EGM Architecten B.V.;
  • Smits van Burgst Beveiliging B.V.;
  • Fokkema & Partners;
  • Mecanoo Architecten B.V.;
  • Eurest Services B.V.;

The consortium’s advisers are Allen & Overy, PricewaterhouseCoopers and Meijers.

Ballast Nedam is the sole shareholder of Pi2. Ballast Nedam (65%) and Royal Imtech (35%) participate together in the Design, Build, Maintain and Operate phase. The contract has a 25-year term from the time of becoming available, and the total project has a nominal size of approximately € 300 million. The funding – part of which institutional – will be provided by ING and NIBC.
