Berger and Cummins Commission 30 MW Power Plant for USACE in Afghanistan

Berger/Cummins, a joint venture between The Louis Berger Group, Inc. (Louis Berger) and Cummins Power Generation, has completed commissioning of a 30-megawatt power plant for the U.S. Army Corps of Engineers (USACE) Philadelphia District to reduce power shortages at Bagram Airfield, Afghanistan.

To address severe power shortages this summer, USACE contracted Berger/Cummins to mobilize the power generation equipment in only 55 days. The Berger/Cummins leased power plant supplements the government-owned gas turbine power plant. Berger/Cummins will operate and maintain the power plant for up to 18 months.

“Berger/Cummins developed a cost-effective solution that meets USACE’s technical and schedule requirements,” said Frank Jordano, P.E., senior vice president of Louis Berger’s global operations energy systems business unit. “We look forward to serving Bagram Airfield’s base load power needs while providing 24/7 power reliability on this critical and enduring base.”

Berger/Cummins repositioned power generation and supporting electrical equipment from three different sites within Afghanistan while airlifting other essential material from Dubai directly into Bagram. The installation team worked around the clock to finish the electrical installation to meet the September 26 deadline.

Located 25 miles north of Kabul and originally built in the 1950s, Bagram Airfield is one of the largest military bases in Afghanistan, equivalent to a town of 40,000 people. Bagram supports U.S. and international military personnel, civilian employees and contractors. Its two busy runways support commercial, cargo and military flights ranging in size from Predator drones and fighter jets to 747s and An-225s.
